ANALISIS PENERAPAN EFISIENSI ANGGARAN BELANJA SESUAI INPRES NO. 1 TAHUN 2025 PADA KANTOR REGIONAL XI BADAN KEPEGAWAIAN NEGARA MANADO

Abstract

This study aims to analyze the implementation of budget efficiency based on Presidential Instruction (Inpres) No. 1 of 2025 at the Regional Office XI of the State Civil Service Agency (BKN) Manado. The Presidential Instruction was issued as an effort by the government to realize more effective, efficient, and accountable state financial management, especially in facing increasingly complex fiscal challenges and development needs. The research method used is a qualitative method with a descriptive approach. Data were obtained through in-depth interviews with employees and related officials, documentation, and literature studies. The results of the study indicate that the implementation of budget efficiency at the Regional Office XI of BKN Manado has been carried out through various strategies, such as reducing operational spending, optimizing existing resources, and increasing transparency and accountability in budget management. recommended that the implementation of activities that have not been realized be accelerated immediately to avoid loading the realization at the end of the year. The opening of budget blocks needs to be proposed, especially for priority activities that support public services. Monitoring of budget implementation must be strengthened, and coordination with the Central BKN and the Ministry of Finance must be improved. In addition, the use of technology needs to be encouraged to support operational efficiency and improve service quality.
